Why statement 1 is not implicit?

As its written People "May" stop using the water so it can be true also.

The statement is clearly defining "not to use indiscriminately as it may pollute groundwater " so why not II is implicit ?

Since people were using groundwater in the past & so will continue to use in the future, so this implies they will use groundwater irrespective of water's conditions. So option 1 is discarded.

It says that with the use of Pesticides it would pollute the groundwater, which clearly states that if the use is continued people won't use groundwater because it has been polluted. Statement I is Implicit.

Shouldn't it be option E because before taking this decision governments to assume that "people may stop using the groundwater" and the "framers may stop using the pesticides".
