In other way, the second number(21) is add (+2) by the third number(23), and this series is continuously repeating.
i.e. means
22 - 1 = 21
21 + 2 = 23
23 - 1 = 22
22 + 2 = 24
24 - 1 = 23
Like this so,
Our Final Answer is in 23 we have to (+2) means 25.
