It has to be 23.
First is acceptable they are increasing by 17 19 21 23.
They are asking pair so 17 32, 19 29, 21 26 and 23 23 but there is no option like this.

17+2 = 19
19+2 = 21
21+2 = 25 these are increasing by 2
32-3 = 29
29-3 = 26
26-3 = 23 these are decreasing by 3.
Therefore, the answer is 23 25.
