11 + 3 = 14.
14 * 1 = 14.
14 + 3 = 17.
17 * 1 = 17.
17 + 3 = 20.
20 * 1 = 20.
20 + 3 = 23.
23 * 1 = 23.
14 * 1 = 14.
14 + 3 = 17.
17 * 1 = 17.
17 + 3 = 20.

23 26 has to be right too. The main problem with the question is that there is only one 11 and not 2.
That makes it a pattern that after every three pairs there may a single occurrence of the number!
Correct me, if my logic is wrong.

11 + 3 = 14.
14 - 14 = 0.
14 + 3 = 17.
17 - 17 = 0.
17 + 3 = 20.
20 - 20 = 0.
20 + 3 = 23.
23 - 23 = 0.
So, the ans is 23 23.
14 - 14 = 0.
14 + 3 = 17.
17 - 17 = 0.
17 + 3 = 20.
20 - 20 = 0.
20 + 3 = 23.
23 - 23 = 0.
So, the ans is 23 23.
