Why not?
12-9 = 3
14-11 = 3
16-13 = 3
(18)-15 = 3
(21)-18 = 3
So Why not option B? 18 21

9 12 11 14 13 16 15 :
10 9 12 11=9 10 11 12
12 11 14 13=11 12 13 14
14 13 16 15=13 14 15 16
So,16 15 18 17=15 16 17 18.

12+2 = 14.
14+2 = 16.
16+2 = 18.
18 is next number.

9+2 = 11.
11+2 = 13.
13+2 = 15.
15+2 = 17.
17 next number so (17,18) is the answer.

Another way is:

First you take 9,11,13,15 (9+2=11,11+2=13,13+2=15,15+2=17)

Second you take out second numbers 12,14,16(12+2=14,14+2=16,16+2=18)

Ans: 18 17

Simply it follows the pattern:

9..+3..12..-1..11..+3..14..-1..13..+3..16..-1..15
