I think It is option B.
Cause if as per A the quiet girl was the victim and scared then the bullies would actually scare her instead of anyone else cause she can't do anything to anyone
But as in D, it's not bullying
In B they have possession on backpacks which can be possible as in some schools recess is inside the classroom and kids are also allowed to play out.
So, they may have taken her backpack.

In D, the boys are sharing a game device. However forbidden that may be, it is not bullying, which the aides are looking for.
In A, the girl would be an obvious victim of bullying, so if she had been bullied, the bullies would be in her pursuit, as she would be an easy target who would cry easily.

There is clearly something wrong with. If she chooses to sit by herself and id be spending time with her in and out of school to see what is going on. Although in the crisis situation the other kids have to pulled away from B in case she is hurted and also clearly bullying going on there.

Why not A is somebody is sitting very quietly, can imply she is scared of bullying and so busy in herself.
