Actually the statement is uncertain, because at any point it doesn't mention that all short hair Gangles, because the Gangles may be spotted or may be not. So we couldn't surely say that every type of short haired Gangles will have short tails. So it is possible that long tail Gangles can also have short hair or may be not.

because from first statement it is clear that spotted gangles doesn't have short tails.
