As the horse is the only animal so the answer should be the horse.

Here, it's not said a saddle needs a seat as it is already a seat that is mostly used to sit on a horse. So, I don't know how the correct answer is the seat. Please, anyone, explain in detail.

No, a saddle can also be put in a mule or a donkey, its just a way to acquire grip on the back of any animal, so the seat is the correct answer.
