I too think zoo is the correct answer because without a zoo there will be no cages or animals?

All things relates to cage somehow so I think enclosure is meaningful related to cage.

Animals are closely associated with cages. Don't usually refer to a cage for a prisoner. 'prison' or 'jail' are the terms used.
