The building should be mentioned in place of one of the options, without building, there is no town. Also to be remembered that a town can exist without residents wherein it is known as a 'ghost' town, which is a 'type' of a town. Eg: the town of Pripyat.

The answer is perfect because Skyscrapers are tall buildings. Without A, B, D a town can be formed. But without residents it cannot be formed (relatively).
