This is a very poorly worded question. It is not clear whether the question is about etymology and semantics, or about the concept referred to by the word.

"Tongue" is the root for "language" literally: "lingua" -> Latin for "tongue", whereas words are indeed a core part of the construct referred to by the word "language".

What the question is asking is particularly ambiguous after after the fabricated-language questions.

I agree that slang is not right ans, but the question was not complete because you does not mention the type of language (body language because it doesn't need words).

In my opinion words is the correct answer because the language without tongue we can understand it, write it.

And without words we cannot form a language. And language consists of every language Hindi, English, Telugu etc.

If its "language" by which you mean Hindi, English etc then it has to be written. The one that are not written are called dialect.
