This is a very poorly worded question. It is not clear whether the question is about etymology and semantics, or about the concept referred to by the word.

If it would have been "body language" or "sign language", it would have been mentioned so. But when only "language" is written, it means like hindi, english, punjabi, french etc. and a language can be written as well as spoken. So "toungue" is not necessary. Language needs "words" to express.

In my opinion words is the correct answer because the language without tongue we can understand it, write it.
And without words we cannot form a language. And language consists of every language Hindi, English, Telugu etc.

Tongue is the correct answer because languages always require saying, but some languages such as Tulu, which is mainly spoken in Karnataka, India, do not have a script, which is the words.

I agree that slang is not right ans, but the question was not complete because you does not mention the type of language (body language because it doesn't need words).

If its "language" by which you mean Hindi, English etc then it has to be written. The one that are not written are called dialect.
