You think exactly like me ; Doordarshan should improve the quality of their programmes, investing money for artists won't necessarily do the job.

But in the given statement it is not mention anywhere that fee structure is not good and hence need to revise to attract talent instead in statement it is given that doordarshan is concerned about the quality of its programmes. So as per statement, any corse of action is nt justifying the mean of the statement. So answer should be D.
