I guess option D is correct as there's nothing about their ineffectiveness mentioned as well as other states are not mentioned in the statement.

There is no hint of the success of the board that has been agreed to. So neighboring states should not follow.

Even if one thinks positively in this matter he will get answer as A. So here positivity of a person is tested.

If that joint boards are ineffective that principle is useless and also in the question there is no clue about other states. So confusion occurs.
