B should be the answer because if there is an indigenous production of hardware then more people will get employment and country will prosper.

Even though exporting the products would boost up the hardware industry but the possible decline in the indigenous production cannot be ruled out completely. There should more emphasis on the involvement of domestic people so that they feel motivated and that may also result in flourishing of indigenous industry which can automatically attract foreign reserves in near future. Nothing can supersede the feeling of excelling in one's own country afterall.
