Why redefine objectives if the problem is a bunch of failures staffing the Institute? The objectives may already be perfect. The correct answer is B.

I believe this is the "correct" thing to do, not the logical answer. There are other things that could be the reason or the main objective. And "SHOULD" give a report? This is more like the administrative way of handling it, far away from the logical response.
