- Government should immediately make arrangement for providing financial assistance to those affected.

Actually, government will also provide financial assistance to the affected people. So, in my view both 1 & 2 follows.

The word immediate makes the difference.
Yes, the government should provide financial support too, but well after providing essential needs as mention in conclusion 2.

I also think both are correct.
Eg. Farmers are dependent on rain to earn money. And so they srsly need finance assistance and in fact in the statement too it is clearly mentioned to financially assist those who are affected. And of course, natural calamity affects live in all ways. As prices will hike of so for those more money will be needed.

I think B follows as it is not mandatory that financial help by the government immediately help to victims.
Instead of FS there should be all types of requirement which people merely required.

Only 2nd follows because at the time of drought people needs water, food etc only. At this time they even can't utilize their own finance (money) to get water supply from other city as it is responsibility of government.
