Statement: Severe drought is reported to have set in several parts of the country.

1. Government should immediately make arrangement for providing financial assistance to those affected.
2. Food, water and fodder should immediately be sent to all these areas to save the people and cattle.

Explanation:
In the break-out of a natural calamity, the basic duty of the government becomes to provide the basic amenities essential to save the lives of people and cattle. Providing financial assistance to all would put undue burden on the country's resources. So, only II follows.

Financial assistance doesn't quantify the size of money. Logic says Assistant in time of need is to help not to make the victim rich.

So, Both should follow.

How come it assumed financial assistance is more than a basic requirement need? Please explain me.

Because in the first action word 'immediately' is there so hence it will be out.

I think E should be the answer because not only basic amenities are enough but financial assistance is also required to come back to normal life.

The word immediate makes the difference.

Yes, the government should provide financial support too, but well after providing essential needs as mention in conclusion 2.
