It is only II follow. Because in I statement we are talking about to add these kinds of program in college curriculum which beneficial only for the student.

They both follow. Just because the teachers lack of awareness was emphasized doesn't mean that nothing else can follow. Part of what they are unaware of is the need for the population education program and so obviously it follows that the author would think those programs should be included in higher education.

Nothing is mentioned about conducting orientation programs for teachers. So I think neither of the two follows.
