Point 1 is trivial in this case since it would be implied that the employees would be consulted for the scenario depicted. However, the statement emphasises more on the inclusion of retired professionals which narrows down the area of scope.
Hence, option 2 follows.

I think whatever is done in an institution is not consulted with the employees until and unless it has anything to do with them. Steps taken for the improvement of the institution should solely be the choice of the chairman or principal.

I think option A could also be a possible answer (along with b) since the employees who actually work in the institution may have better understanding of the "real" problems. Their suggestions might be valuable too and worth considering.

Agree partially with @Ranju.
I would stress the "May be beneficial. " part of the statement. That means there is no certainty that such a course of action will actually work.
So, both I & II follow.

It says retired people "may be" beneficial, not shall be.
Also, calling retired people directly without consultation may brew dissatisfaction, discontent with senior working professionals, because they are not even consulted.
Hence, may have repercussions on efficiency and morale of existing workforce. The consultation gives a SENSE OF VALUE to existing employees.
So, both I and II follow.
