How can it be 2nd, if it doesn't mention the course of action but just merely repeats what is already been given in the question?

The pace of technology need not to be linear or periodic, and hence, the need for curriculum to be reviewed and revised is not periodic (In set intervals). It could be crucial for more or less updates to the education system depending on the developement. Thus, I. Should not follow, because you basically assume constant technology growth.
