I agree pleka means flower; but anyone of the two words leli or broon can mean either of the yellow or hat. also words are kept in order of their appearance in the strange language e.g. froti means garden then froti and garden both are first words in sentences of both languages. Hence the correct answer shud be, following the logic given above, C i.e plekabroon.

See the first line,
leli means yellow.
broon means hat.
And see the second line,
pleka means flower.
froti means garden.
then,
leli means yellow - first line, first word.
pleka means flower - second line, first word.
So the final answer is;
B) lelipleka - yellow flower.
leli means yellow.
broon means hat.
And see the second line,
pleka means flower.
froti means garden.
then,
leli means yellow - first line, first word.
pleka means flower - second line, first word.
So the final answer is;
B) lelipleka - yellow flower.

As far as, 2 & 3 are here, it seems "garden" in 2 is at last and in 3 it is at first place so garden can be deducted as "pleka" and out of all options for "yellow flower" is seen flower comes last so option B is correct.

It is purely on the arrangement. As you can see that froti means garden and in both the sentences it is arranged. So accordingly pleka is a flower which comes at the end.

According to the rules, the noun should appear first and pleka is the noun.
So, I think the right answer is C.

But you are not given plekabroon. Besides, the engine chooses which one shall be?
