No here they don't mention its a popular one or unpopular. Only said about the owner and customer interest in ice creams and why it is popular means because of low fat.

I too thought it is confusing between popular and unpopular but has mentioned in past, people rarely choose low-fat ice creams and now its demand increased as most of them liking to have low-fat food.

Here they didn't mention that it is popular or not and moreover this paragraph tells about their behaviour towards customers interest so I think B also supports this answer.

"all categories" given in the statement implies a comparison and therefore, D would be a better option.
