"all categories" given in the statement implies a comparison and therefore, D would be a better option.

I think d should be the answer. Nowhere is mentioned that owners had any issue with the popularity of the two different ice creams.

Here they didn't mention that it is popular or not and moreover this paragraph tells about their behaviour towards customers interest so I think B also supports this answer.

I too thought it is confusing between popular and unpopular but has mentioned in past, people rarely choose low-fat ice creams and now its demand increased as most of them liking to have low-fat food.
