Because a belt and the tyre are all parts. However, the oar is the only answer that signifies a different function and still relates to the pedal.

It cannot be buckle because in the case of the pedal, you apply force to it so that the bicycle moves.

It depends on the context of "Pedal".

If we assume it as Pedaling a bicycle, then buckling a belt is the most appropriate. However, if we see it as a part of a bicycle, then oar would be correct.
