It cannot be buckle because in the case of the pedal, you apply force to it so that the bicycle moves.

Because a belt and the tyre are all parts. However, the oar is the only answer that signifies a different function and still relates to the pedal.

Can't this go both ways, though, like a pedal is a part of a bicycle, similarly a tire is a part of an automobile. Seems a bit controversial to me.
