I think the difference is,

When the person is new to the work. He doesn't know the easy methodology to get the work done so he works hard. As time flies away he gets some experience to do that job and he finds the shortcut to the same work. That is Smart work.

I think hard work is the mother of Smart work.

# hard work = gives experience to the work.

And it is very hard to implement it can be done only by patience.
It takes more time.

# smart work = it can be done by intelligence. It takes less time to complete.

Hard work means doing the complete work full fledgedly within the assigned time or deadline but when it comes to smart work completing the work full fledgedly before assigned time.

Smart work is much better than hard work because it saves lots of time. And the remaining time can be used to complete another work.
