No sir, I don't think I'm overqualified. I have only theoretical knowledge from my bachelor's degree, even though I had done a few projects in various phases of engineering, that won't match the level of practical experience required in companies.

And in my opinion, qualification is not just about degree. It includes various things like skill experience. So as a fresher, I am not overqualified.

Overqualified is related to education, not to knowledge.
So, maybe I am overqualified in a particular field of education, but I think I am still a learner if you consider in knowledge point of view.

Sir, according to the company's requirement a master degree in public administration is an added advantage. So with my diploma in pUB. Administration, l am neither under qualified nor over qualified for the job. To do this job is more of the ability and the knowledge rather than the paper.

If you grant me a chance I may become perfectly qualified. But I think, learning never ends. I will get an ample chance to learn new things and have effective knowledge, which in turn would be beneficial to your company as well.
