What is the isostasy theory?

Isostasy - The equilibrium that exists between parts of the earth's crust, which behaves as if it consists of blocks floating on the underlying mantle, rising if material (such as an ice cap) is removed and sinking if material is deposited.

Is it one of the reason of increasing sea level in coastal areas?

No, The short term sea level changes are not due to Isostasy which is a compensatory mechanism by the earth to compensate for excess (mountains) or deficiency (trenches) of mass.
