The element which has atomic number more than 80 is called radioactive element. Example radium and uranium.

An element becomes radioactive when there will be an imbalance in nucleons in its nucleus or when its atomic no exceeds 82.

Explanation is clear i.e. Fast moving neutron have a sufficient energy to penetrate the nitrogen nucleus and absorbed by it. Hence it make a intermediate unstable element finally it gives carbon-14 and a electron.
