Actually the correct answer would be metals have high thermal conductivity than plastics as soon as you touch the pen your body heat is emitted onto the metal cap faster as you are cold metal cap becomes cooler.

Metal have higher thermal conductivity so it transfers the heat to the hand almost immediately so it feels colder than plastic.

Actually I go for the option A, but am surprise to see them choosing C, but in the real sense we all know that metals are good conductors, but the question involves the comparison of metal and plastic.

Absorption and release of heat take place in constant time in metals i.e. time taken to heat the metal is equal to the time taken in cooling the metal at the constant temperature.
