Light waves are transverse waves they do not require material medium to travel. Hence they are called electromagnetic waves. Light waves travel in vacuum with the velocity 3*10^7 m/s.

The speed of light is greater in vaccum as the light waves do not require a material medium to propagate. I think it is vaccum.

Even glass is a solid but how can you consider velocity of sound as highest in steel in one case and in vaccuum in other case. ?

Sound can not travel through vacuum, it needs a material medium to travel.
Speed of sound is directly proportional to the density of the medium ie more the density more will be the speed that's why it travels fastest in solids and slowest in gases.
By the way the question was about speed of light!

The speed of light at which light propagates through glass and air is less than c and because the value of c is less so the refractive index value is also decreases the refractive index is the ratio of c and the velocity of light in material thats why the speed of light is fastest in vacuum.
