The Rajya Sabha is a permanent House. The Rajya Sabha (council of state) is a upper house of parliament they cannot be dissolved. Each (maximum 250) member of Rajya Sabha is elected for a term six years. 1/3rd of its total member retire after every two years.

ALTHOUGH THE RAJYA SABHA THE UPPER HOUSE IS THE PERMANENT HOUSE WITH THE TENURE OF THE 6 YEARS BUT EACH TWO YEAR TIME ENTERWAL 1/3 OF ITS MEMBERS ARE REPLACED, ALTHOUGH THE CHANGE PERIOD IS 2.
