(B) is right answer. President is nominal head of state. He use his power from the advice of prime minister. And prime minister is head of council of minister so it is obvious that he dismiss them on the recommendation of the prime minister.

1. Article 74 of Indian constitution provides there shall be a council of the minister with the prime minister at the head to aid and advice the president.

2. Council of minister consists of 4 ministers, who are collectively responsible to the prime minister.

3. Prime Minister has also the power to dismiss the council of the minister if Prime Minister gives his/her resign it really means the breakdown of the council of ministers.

I agree @Mihir.

But 2nd point is wrong cabinet ministers consists of 20 to 25 ministers while cabinet ministers are 4 to 5 in no.

I am telling about the composition of council of ministers, there are 4 types of council minister:-
1- Cabinet minister.
2- State minister.
3- Deputy minister.
4- Parliamentry minister.

But it clear that the no of the cabinet minister is approximately 20-26.
