The Directive Principles of State Policy are guidelines to the central and state governments of India, to be kept in mind while framing laws and policies. These provisions, contained in Part IV of the Constitution of India, are not enforceable by any court, but the principles laid down therein are considered fundamental in the governance of the country, making it the duty of the State to apply these principles in making laws to establish a just society in the country. The principles have been inspired by the Directive Principles given in the Constitution of Ireland and also by the principles of Gandhism; and relate to social justice, economic welfare, foreign policy, and legal and administrative matters.

Constitution makers expected Govts to act in a way to create favourable conditions to implement DPSPs. Hence when the Situation is favourable and the state has resources for its implementation, DPSPs should be implemented.

Eg. Panchayat Raj Institution (Article 40).

Here adequate resources means enough resources to meet the demand of the people since ours is a welfare state then equal distribution of all the essential resources should be there hence the term 'adequate resources' being used here.

Because when there will be adequate resources then only government can give the advantage of dpsp like in UP govt can't make policy for coal miners as there is no coal available even it is under dpsp.

It was Ambedkar who said something to the effect that implementing the Dir Principles would put huge burden on a young nation.

Adequate resource means a lot of laws for taking the country in the right path during an emergency.

Can someone explain why 'adequate resources' is the answer?

Because without co-operation of people, dpsp are useless.
