Can any one clarify about the clause or the section of the constitution which allows it to the supreme court.

I think this is not a correct Answer because the power of the Supreme Court of India to decide disputes between two or more states falls under INITIAL JURISDICTION. There are two types of initial jurisdiction - 1. Related to Union Territory and States and 2. Related to Fundamental Rights.

So Answer should be INITIAL JURISDICTION.

What is original jurisdiction? If a matter comes to the centre it should come under constitutional jurisdiction. Please explain.

The original jurisdiction of a court is the power to hear a case for the first time, as opposed to appellate jurisdiction, when a court has the power to review a lower court's decision.

It is correct. It falls under original jurisdiction.

Its exclusive original jurisdiction extends to any dispute between the Government of India and one or more States or between the Government of India and any State or States on one side and one or more States on the other or between two or more States, if and insofar as the dispute involves any question (whether of law or of fact) on which the existence or extent of a legal right depends.

In addition, Article 32 of the Constitution gives an extensive original jurisdiction to the Supreme Court in regard to enforcement of Fundamental Rights.

Original Jurisdiction means that certain types of cases can originate with the Supreme Court only.
