CM is the head of the state called Chief Minister and like PM is the head of the country called Prime Minister.

Both working purposes are same but differ in some factors like CM development with in the state but PM take decision over the country.

The functions and powers of both are alike. Because chief minister is head in own state and prime minister is head central government.
