Sovereignty in our country lies in different areas for different aspects, legislative sovereignty leis in parliament; if we want an over all answer for the question of 'sovereign' my answer is the people of India (as per the article 1 of our constitution).

For me this question in itself is incomplete.

Sovereign means government Autonomous rule. But in India our parliament is not autonomous our dictator but the common people are decision making all powers are vested in their hands and thus govt has to work within limits prescribed by our constitution which is meant for the people of India.

1. Parliament can make laws in concurrent list subjects and state list subjects (under few conditions).

2. Parliament can amend constitution article 386.

Sovereign means self ruling a state where there resides a supreme power acknowledging no other superior. In British form, parliament is supreme, in American, judiciary is supreme but in the case of our constitution the people are the supreme power so it can be said that sovereignty in India vests in the people.

Sovereign means supreme power. When a bill or any decision may pass through parliament but if supreme court think it's against law, they can stop it which is under provision. There was some boundary for parliament extent.

Indians parliament is only nominal. Power presides by the court it is only law making body.
