What yuvraj said is correct. As India is democratic. The powers and laws are distributed. So only parliment cannot be considered as soverign.

First three options are true as the word sovereign means "to take any decision". In india, the parliament has to function within the limits prescribed by the constitution. In case of violation, the supreme court can oversee the parliament and take appropriate decision and the Indian polity is federal in structure, that is, the powers are divided between the states and the centre. The centre can legislate only on subjects enumerated in the union list and the concurrent list and it cannot legislate on subjects in the state list but with he consent of half of the state legislatures and rajya sabha it can legislate on subjects in the state list but the needs the approval of state legislatures. So, the parliament is not sovereign. Thank you.

The answer is D. Here sovereign has to be understood in the context of British Constitution. In Britain the parliament is supreme because it can even override the judiciary in framing the laws. In India the constitution is supreme. Some power has been vested with the courts as check and balance and also for smooth running of the state.
