Actually, here we talk about a state as a political term, in which all the four elements i,e population, territory, government, & sovereignty (internal plus external).

Nagaland is a state as the other 29 states of India, but it lakes external sovereignty so it's not a state in political terms. Hope this is the answer of the question.

1- According to Jean Bodin, "Sovereignty as the absolute and perpetual power of commanding in a state, as the 'supreme power over citizens and subjects unrestrained by law.

2- Sovereignty arms the state both internal and external spheres.

3- Internally it establishes supremacy of all state over all individuals and associations as well as the territory under its control.
3a- Externally it upholds the independence of the state from the control or interference of any other state or any other agency in the conduct of its international relation.

4-So now it is clear that Nagaland has a lack of sovereignty because it is not an independent state, it belongs to India so it was controlled by India. Internally India establishes supremacy over Nagaland and overall its individual and association.

5-Externally, it was controlled by India. Thus, Nagaland has a lack of sovereignty on account of it is internally and externally in the domination of India.

In political science, we studied that state is actually a country and J&K, Karnataka etc are federations units state and country are used synonymously. There might be possible that state is used as a country.
