Lord Indra was not just the god of rain and thunder. He was known as the king of all gods because he possessed supreme power among all other gods like Agni dev, Varuna dev, Pawan dev, etc.

Indra is not one deity its more like it was a post given by Parmatma as the head of Swargloka.
