Bernier observed about the system at work:
Farmers say: Why should we toil the land (that belongs to somebody else) - anytime the owner might take everything- including our hard work away from us!
While the land-owners say: Why should we build villages and towns with our money- any time something might happen and all our money would be taken away from us - even by one uprising! Let the peasants starve or abscond- we will get as much as we can from this land- using these peasants.
Such thoughts from both parties ultimately led to the Farmers not interested in tilling the land and the Land-owners not interested in the maintenance of the peasants. These gave rise to the lands becoming less fertile and less productive and towns leading to decay.
