Charter act of 1853 separated for the first time, legislative and executive function of governor general council. It produced a system of open competition as the basis of recruitment for civil servants of the company. And thus deprived Directors (governing body of east India company) to show their patronage.

Indian civil services before 1852 were only for Britishers but the company found that making it an open entrance there would be a chance of getting Indians in to the system resulting better knowledge about the sub-continent.

It started in 1853 but in India exam were conducted form 1924 before this civil exam was outside india.

1853 is right answer. I think that 1853 means british government accepted as a principle of ics exam.

Netaji Subhas Chandra Bose also attended in the ICS examination. He came fourth in the ICS examination and was selected but he did not want to work under an alien government which would mean serving the British. As he stood on the verge of taking the plunge by resigning from the Indian Civil Service in 1921, he wrote to his elder brother Sarat: "Only on the soil of sacrifice and suffering can we raise our national edifice". Finally, he resigned from his civil service job on 23 April 1921 and returned to India.
