Satyendranath Tagore was the first Indian to join the Indian Civil Service. He was the elder brother of Guru Dev Rabindranath Tagore. Before 1861, only British officers were appointed to all covenanted posts. The ICS Act of 1861 established the Indian Civil Service. But it was not an easy task for the Indians to go to England and compete with the British for a position. Satyendranath Tagore went to England in 1862 to prepare for and compete in the civil service examinations. Satyendranath was selected for the Indian Civil Service in June, 1863. He completed his probationary training and returned to India in November 1864.
His first posting was at Bombay Presidency. During the course of his service, Satyendranath Tagore traveled throughout the country. His posting outside Bengal helped him to learn several Indian languages. Satyendranath Tagore took keen interest in the activities of Brahmo Samaj and Prarthana Samaj. He retired from ICS in 1897.
Cornwallis is British General Charles Cornwallis, the 2nd Earl Cornwallis, was appointed in February 1786 to serve as both Commander-in-Chief of British India.

Netaji Subhas Chandra Bose also attended in the ICS examination. He came fourth in the ICS examination and was selected but he did not want to work under an alien government which would mean serving the British. As he stood on the verge of taking the plunge by resigning from the Indian Civil Service in 1921, he wrote to his elder brother Sarat: "Only on the soil of sacrifice and suffering can we raise our national edifice". Finally, he resigned from his civil service job on 23 April 1921 and returned to India.

Lord Cornwallis (1786-93) who viceroy (general governor) of India in 1786 and he also codify laws in 1793. According to the code the administration will be approved in India so he is invited ICS officer post. That's why we called him father of ICS. I think before 1853 the ICS officer not there the zamindari system will be followed by people.

Under lord Cornwallis times After the impeachment of Warren Hastings In 1853 Civil services presented where examination center was in London and for Indians, the maximum age to appear was 21 later it changed to 19. In 186,1 Satyendranath Tagore elder of Rabindranath Tagore Became the first Civil service officer of India.

Very useful information for an IAS aspirant. I have one confusion in charter act 1853. There is the demarcation of Governor-general council in executive and legislative council.
Is that governor general council which made in regulation act 1773?
And 2nd is that legislative council is an imperial legislative council?

Charter act of 1853 separated for the first time, legislative and executive function of governor general council. It produced a system of open competition as the basis of recruitment for civil servants of the company. And thus deprived Directors (governing body of east India company) to show their patronage.

It was done through Charter Act 1853, one of the provisions of which was - Recruitment to Civil Services based on an open competitive examination ( excluding Indians); But ICS Act 1861 ( mentioned earlier) removed this disparity & opened it to all.

Indian civil services before 1852 were only for Britishers but the company found that making it an open entrance there would be a chance of getting Indians in to the system resulting better knowledge about the sub-continent. Thus ICS was introduced.

Drain economy #term coined by Dadabhai naoroji who had said that Britishers were extracting Indian wealth by unfair policies of British they are skipping or transferring money to their native land.
