It was done through Charter Act 1853, one of the provisions of which was - Recruitment to Civil Services based on an open competitive examination ( excluding Indians); But ICS Act 1861 ( mentioned earlier) removed this disparity & opened it to all.

Indian civil services before 1852 were only for Britishers but the company found that making it an open entrance there would be a chance of getting Indians in to the system resulting better knowledge about the sub-continent. Thus ICS was introduced.

Charter act of 1853 separated for the first time, legislative and executive function of governor general council. It produced a system of open competition as the basis of recruitment for civil servants of the company. And thus deprived Directors (governing body of east India company) to show their patronage.

It started in 1853 but in India exam were conducted form 1924 before this civil exam was outside india.

1853 is right answer. I think that 1853 means british government accepted as a principle of ics exam.
