If in the question it isn't mentioned about the government starting it, so the answer will be 1542. And if the question be like when did it first started then the answer will be 1861.

Sher Shah Suri first started rupee in India & In 1861 Indian government first started paper currency (5 rupees note) in India so that 1861 is the right answer.
