Service Sector is correct answer it attract 27% (FDI) and Telecom attract 7% (FDI) upto march 2020.

The telecommunication sector has recieved higher the FDI in 2016-17 year but in the last decade (15 year history 2010-15) FDI inflow is in service sector only.

But I think if you have broad as well as specified sector in your options one must answer with the more specified sector.

According to me;

Service sector is the correct answer.

Reason :1) In the question specified " following sector".

2) We have only 3 sectors and namely primary, secondary and tertiary (service) sector. Therefore telecommunication comes under service sector.
