It should be D. Atom are the smallest particle exist independently by definition. And molecules are made up of an atom of two or more by chemical bonding. Anion and cation are even smaller but they don't exist independently as they are in attractive forces by the charge.

It is simple, only molecules exist independently. Atoms do not exist independently. They combine to form molecules. Cations and anions are always under attractive forces. So, that is not an independent state.
