There are a number of methods to remove the hardness present in water. One those methods are being followed, the hard water gets converted to soft water. Some of the methods to remove hardness from water are,
Chemical Process of Boiling Hard Water.
Adding Slaked Lime (Clark's Process).
Adding Washing Soda.
Calgon Process.
Ion Exchange Process.
Using Ion Exchange Resins.

Sodium carbonate (washing soda) form sodium chloride with the chloride of mg and ca which cause permanent hardness and as a result permanent hardness reduces to mg and ca carbonates which are temporary hardness and can be easily removed.

In one word, the surface tension is extremely high which causes to the hardness of water when we add washing soda it gets weakens and thus cleaning soap or detergent work properly by breaking hardness molecule.

The water hardness contains calcium (ca) + magnesium (mg) more than 10 ppm is called slight hard water it can b remove by ion exchange process.

Permanent hardness is caused by chlorides of ca , mg and is removed by sodium carbonate i.e. washing soda and also by ion exchange.

Temporary hardness can be removed by bleaching powder:
CaOCl2+H2O = Ca(OH)2+Cl2.
CaOCl2+H2O = Ca(OH)2+Cl2.
