It is an element . Because the definition of an element is a substance consisting of only one type of pure matter, which in the case of diamond is carbon. The definition of a compound is a substance which consists of more than one "type" of the element, or two different elements. Even though it has carbon bonds, it consists of only one element (carbon), again it's is an element!

Diamond is pure elemental carbon, compressed to its crystal form, under extreme heat and pressure deep within the Earth.

None of them is the correct answer for this. A diamond is an allotrope of carbon.
