Flower is the reproductive part of a plant. And pollen grain is a male reproductive seed. So it is quite obvious that the reproductive seed needs to be in the reproductive part in a plant.

A flower consists of petals, stigma (female part) , anther (male part) and others. Anthers produce the pollen which pollinates the stigma in order for fertilisation to take place.

Pollen grains are produced by anther, a part of the male reproductive part present in the flower.
